We seldom interrupt our regular intelligence flow on this website. We are doing this now because the extraordinary memorandum produced by the Veteran Intelligence Professionals for Sanity (VIPS) yesterday conclusively demonstrates that the so-called Russian hacks of the Democratic National Committee were not hacks at all, but leaks by someone with physical access to DNC computers. The data was then doctored to incriminate Russia.

The VIPS, who include former NSA Technical Director William Binney, back the independent forensic analysis performed by a group including Skip Folden, retired IBM Program Manager for Information Technology U.S. 

No such forensic analysis was performed in any of the Obama intelligence community’s so-called “assessments.” 

The VIPS state that there were two inside leaks from the DNC. 

The first was in June of 2016, sometime before Julian Assange’s June 12th announcement that he had DNC documents and planned to publish them. 

The second leak was on July 5, 2016 to pre-emptively taint anything Wikileaks might publish by “showing it came from a Russian hack.” 

As is well-known, Wikileaks did publish its DNC trove showing that Hillary Clinton and the DNC conspired to rig the Democratic Presidential primary process against Bernie Sanders.

The key forensic finding is that on July 5, 2016,

“In early evening Eastern Daylight Time, someone working in the EDT time zone with a computer directly connected of the DNC server or DNC Local Area Network, copied 1,976 Megabytes of data in 87 seconds onto an external storage device. That speed is many times faster than what is possible physically with a hack. It thus appears that the purported hack of the DNC by Guccifer 2.0 (the self-proclaimed Wikileaks source) was not a hack by Russia or anyone else, but was, rather, a copy of DNC data onto an external storage device. The forensics performed on the metadata reveal there was a subsequent synthetic insertion – a cut and paste job using a Russian template, with the clear aim of attributing the data to a Russian hack. This was all performed in the East Coast time zone.

The VIPS memo calls on the President to investigate the CIA, particularly former Director John Brennan, and the FBI, for the phony hack and fake Russian attribution. 

They cite the ability of the CIA to create false flag hacks on the basis of the recently disclosed Vault 7 tools, including the Marble Framework. 

In this regard, both former CIA Director Brennan called for a coup, in essence, against President Trump at the recently concluded Aspen Security Forum should Trump remove Special Counsel Robert Mueller, his handpicked favorite for continuing their illegal and unconstitutional war against President Trump. 

We propose that the President demand an immediate investigation of Brennan and his ilk instead, both by a newly appointed Special Counsel and by the Congress.

An executive agreement^[1] is an agreement between the heads of government of two or more nations that has not been ratified by the legislature as treaties are ratified. 

Executive agreements are considered politically binding to distinguish them from treaties which are legally binding.

In the United States, executive agreements are made solely by the President of the United States. They are one of three mechanisms by which the United States enters into binding international obligations. 

Some authors consider executive agreements to be treaties under international law in that they bind both the United States and another sovereign state. However, under United States constitutional law, executive agreements are not considered treaties for the purpose of the Treaty Clause of the United States Constitution, which requires the advice and consent of two-thirds of the Senate to qualify as a treaty.

Some other nations have similar provisions with regard to the ratification of treaties.

In General

Executive agreements are often used in order to bypass the requirements of national constitutions for ratification of treaties. Many nations that are republics with written constitutions have constitutional rules about the ratification of treaties. The Organization for Security and Co-Operation in Europe is based on executive agreements.

In the United States
 
In the United States, executive agreements are binding internationally if they are negotiated and entered into under the president's authority in foreign policy, as commander-in-chief of the armed forces, or from a prior act of Congress. 

For instance, as commander-in-chief the President negotiates and enters into status of forces agreements (SOFAs) which govern the treatment and disposition of U.S. forces stationed in other nations. 

An executive agreement, however, cannot go beyond the President's constitutional powers. An agreement that is beyond the President's authority would require congressional approval, either as a congressional-executive agreement or a treaty with Senate advice and consent. 

If an agreement was neither within the competence of Congress nor within the authority of the President (as for example an agreement which would affect powers reserved to the states), it could still be adopted by the President/Senate method but must not conflict with the United States Constitution. 

The Supreme Court in U.S. v. Pink (1942) held that international executive agreements validly made have the same legal status as treaties and did not require Senate approval.

The Case Act of 1972 required the president to inform the Senate within 60 days of any executive agreement being made. No restriction was placed on presidential powers to make such agreements. The notification requirement enabled Congress to vote to cancel an executive agreement, or to refuse to fund its implementation.^[2]

Charlie Gard parents end legal fight as time runs out for 'beautiful' baby

The parents of terminally ill baby Charlie Gard have ended their legal challenge to take him to the US for experimental treatment.

A lawyer representing Chris Gard and Connie Yates told the High Court "time had run out" for the baby.

Mr Gard said it meant his "sweet, gorgeous, innocent little boy" will not reach his first birthday on 4 August.

"To let our beautiful little Charlie go" is "the hardest thing we'll ever have to do", his mother said. 

Charlie's parents said they made the decision because a US doctor said it was now too late to give Charlie nucleoside therapy.

"We only wanted to give him a chance of life," Ms Yates told the court in a statement. 

"A whole lot of time has been wasted," she added.
"We are sorry we could not save you."

Charlie Gard's medical case explained

Their lawyer Grant Armstrong said the parents' worst fears had been confirmed.

'Absolute warrior'

He told judge Mr Justice Francis US neurologist Dr Michio Hirano had said he was no longer willing to offer the baby experimental therapy after he saw the results of a new MRI scan last week.

He added Mr Gard and Ms Yates, from Bedfont, west London, now hoped to establish a foundation to ensure Charlie's voice "continues to be heard".

Now, for the below 'report'.  DISCERN what you are reading and believing.  Reports  have been verified that BOTH CLINTONS are DEAD (same for Bill and Melinda Gates - hung by the neck in India for the genocide they committed there). Another terrifying Ministry of Foreign Affairs (MoFA) report circulating in the Kremlin today states that the “militarization of relations” between the Federation and the United States is now complete as the Ministry of Defense (MoD) prepares to take over all US Embassy functions after Ambassador Sergey Kislyak was recalled to Moscow—with both being in reaction to the “frightening endgame” now taking place in Washington D.C. whose goal is the immediate ouster from office of President Donald Trump—and that new polling  (??!!) shows the propagandized American people are now in favor of, too.  (The 'polls' are conducted by the leftist sympathizers - the same traitors who falsely reported the election outcomes - and who continue to put out FAKE NEWS and POLL REPORTS.)  

According to this report, for weeks the Foreign Intelligence Service (SVR) has been reporting that specialized US military units and American federal police forces have been flooding into the Washington D.C. region (Virginia, Maryland) preparing for “the great event” and that, perhaps, has been most accurately described by the globally known charismatic Christian preacher and evangelist Rodney Howard-Browne who just yesterday warned his tens-of-millions of followers of the plot to takedown President Trump.

Pastor Howard-Browne is the head of the Revival  Ministries International evangelical church based in the US whose members number more than 12 million and who on July 11th was one of the numerous American Christian leaders who “laid hands on” President Trump in the White House Oval Office evoking God to protect their nations new leader.

Following that meeting with President Trump, Pastor Howard-Browne revealed yesterday to his global congregation that he had spent three hours (from 9:30 in the evening until 12:30am) with a senior ranking member of the US Congress, and whose conversation he described as: “He said there is a plot on Capitol Hill to take the president out, I said you mean by impeachment or by indictment – he said "no, to take him out, he will be removed suddenly from office.”

Pastor Howard-Browne further revealed that this senior US Congressman had been in office since 1996 and had  also warned him “there’s nothing we can do to stop it,” and whose plot to do so was being planned by the “Deep State” that has been trying to destroy President Trump since the very day he won the presidency. Of the greatest crime committed by President Trump against his “Deep State” enemies necessitating his “sudden removal” is his plan to end all illegal US wars of aggression so that he can use the trillions-of-dollars spent on this madness to rebuild his own nation with one of his own top military leaders, Special Operations Command Chief of the US Army General Raymond Thomas III, acknowledging that American forces are fighting in a sovereign Syria where they will likely have no ability to stay if their presence is questioned in terms of international law, and General Thomas adding: “We’re a bad day away from Russians asking, Why are you still in Syria?”

As the MoFA reported yesterday, too (see our article New US Law To Remove Trump From Power And Declare War On Russia “Will Be Met By Force”), President Trump’s “Deep State” enemies are just days away from passing a new law that will effectively, and for the first time in American history, remove him from having to power over his own military and foreign policy and that even the European Union is now warning the American’s that it “will retaliate within days” if this law takes effect.

With many global military, intelligence and economic experts now all essentially agreeing that the US is “coming apart at the seams”,  the noted Swiss economist Egon von Greyerz has most accurately described what is now occurring by his stating that “we are now in the frightening endgame” and who further described why this happening by his saying:

“The gullibility of people today is exacerbated by the power of the internet and social media. Anything we read is accepted as fact or the truth, while a major part of it is just fake news.

This is of course nothing new as it has been used by governments for centuries. Goebbels, the Nazi Propaganda Minister, who was an expert at manipulating the German people, said: “If you tell a big lie often enough and keep repeating it, people will eventually believe it.”  (The Nazis (Bushes) were brought to the United States, are alive and well and their tactics are continuing to be used here to take down this nation.)

The power of the internet and other media has facilitated spreading news and propaganda to billions of people and very few can distinguish if they hear or read “real” news or “fake” news.” 

Operating under no such “fake news” delusions, though, and knowing how close the US is to complete chaos upon the ouster or assassination of President Trump,  the Ministry of Defense has now taken control of all diplomatic functions regarding the United States and has appointed Deputy Minister of Defense Anatoly Antonov to be the new Federation Ambassador to America, as it is fully expected that the Federation will be dealing with, at least, a US military junta controlling this country rather than its democratically elected leaders.

To President Trump’s only pathway to survival is if he can rally tens-of-millions of armed American citizens to his defense when this overthrow takes place, as President Recep Erdogan had done during the Obama-CIA 2016 coup d'état attempt to remove him from power and that Trump eerily predicted just a year ago, in July 2016, when he cryptically Tweeted: “Looks like a military coup is underway in Turkey.  They're taking their country back!  Will be the same in the US soon if I'm President!”

LEAKS! TRUMP IS GOING AFTER THE MONEY!

TDAs --- Not for Americans

All those TDA offers?  Well, the verdict is in.  

I was right.  TDA's are only for federal employees and dependents and federal corporations.  American state nationals who have been misidentified as federal citizens are not eligible for this remedy, but they are eligible for another better remedy.  

In 2012 the Bureau of Public Debt was merged into what is called the Bureau of the Fiscal Services, located primarily in Parkersburg, West Virginia.  It's jurisdiction is strictly limited to the federal government.  

The Treasury Direct program is being administered under their Retail Securities Services subdivision, and all of this is being run under the auspices of the Under Secretary of the Treasury for Domestic Finance. 

Whenever you see the word "domestic" in federal publications, they are talking about "domestic with respect to the federal enclaves" --- not domestic with respect to the states and people. 

This is their foreign program for their foreign citizens--- for JOHN MICHAEL DOE. 

If you sign up like a good little sheep, you admit to being a federal franchisee -- and that means you can't possibly own any copyrights or land or children or any of the other assets owed to a natural man or woman.  

In claiming one-- that is, by authorizing a "Treasury Direct Account" -- you deny the other far greater claim.  

Here is the rest of the story--- as I have also been saying all along, you are owed discharge of all debts and payment of your assets--- simply by a different process.  

What you, Joe Average American, need to claim back is your whole estate which the Federales have seized upon and held and invested to benefit themselves for several generations.  

That "legacy trust"  is listed at  31 USC 1321, and the allowance for the beneficiary to reclaim it is listed at 31 USC 1322.  

When you investigate this whole TDA thing, you go to 31 CFR 363 and start reading about different kinds of savings bonds and how to convert them from investment use to payable status and all the various ramifications of doing so. 

Remember how I told you that whenever the government corporation pulls one of its shady deals, it has to provide remedy for its actions?   ---Like the "income tax" contains the provision allowing you to "revoke your election to pay"?  

When you look for the remedy in this whole pile of worms, you find this in 31 CFR 363.126: 

§ 363.126 Under what circumstances will payment be made?

We will make payment:

(a) Upon your request for redemption prior to maturity;  (This is what people are doing with the TDA accounts) 

(b) When the bond reaches final maturity;  (This is what the government does when you die and never claim the bonds.) and

(c) If a person who becomes entitled to the bond is unable, unwilling or ineligible to open a TreasuryDirect ® account.

This last part--- 31 CFR 362.126 (c) ---is your remedy.  

Not being a federal employee or dependent in fact, and being owed the entirety of your actual estate, you are ineligible to take part in the foreign TDA process, but you can instead invoke pay out to a bank account of your own choosing.

So why are they offering TDA accounts?  (1) To keep control; (2) to reduce their interest payment obligations (note that when you pull the plug and make the bond payable, it stops accruing interest); (3) to get you to "admit" and give them evidence that you are in fact a  voluntary federal employee or dependent -- a franchisee --- having no further claim to all the rest of the assets you are owed as an American state national. 

This last part is the crucial one.  

They desperately need to stem the tide of American claims coming at them. They need your land to pay their debts.  They need your house as an asset yielding them property taxes.  They need you to "voluntarily" agree to be their whipping boy--- and they are willing to release you from debts you never actually owed "in exchange" for your "admission" to being a slave.  

That allows them to claim your whole ESTATE forever.  

And gives you a bowl of porridge.  

Or less.

NEW US LAW TO REMOVE TRUMP FROM POWER AND DECLARE WAR ON RUSSIA "WILL BE MET BY FORCE" 

A terrifying Ministry of Foreign Affairs (MoFA) report circulating in the Kremlin today states that the United States Congress is preparing to pass a new law this coming week that if enacted, would essentially remove President Donald Trump from power and amount to an open declaration of war on the entire Federation—and that President Putin has vowed “will be met by force”. 

According to this report, a new US law DECEPTIVELY NAMED   Countering Iran's Destabilizing Activities Act of 2017 (in order to keep the American people from knowing its true nature) was introduced in the US Senate and passed by a vote of 98-2,  and whose final version, posted on the US House of Representatives website last night, shows its true “aim/goal” as more 80% of it is devoted solely to taking all power away from President Trump, while at the same time openly declares on Russia.

Under the US Constitution that provides for a tripartite (3 part) form of government equally dividing state power among the Executive Branch, Legislative Branch and Judicial Branch, President Trump is the federal official primarily responsible for the relations of the United States with foreign nations but, should this new law pass this week, it would remove all such powers from the Executive Branch giving them, instead, to the US Congress who, shockingly in the final version of this bill, takes Executive Orders signed by 'president' Barack Obama and makes them law.

In 2014, this report notes, Obama signed Executive Orders 13660, 13661, 13662, 13685, 13694 and 13757 imposing sanctions on Russia, which the Executive Branch has the power to do but, for the first time in American history, the US Congress, as the Legislative Branch, takes these Executive Orders signed by Obama and orders President Trump not to ever remove them—thus effectively negating his ability to conduct foreign policy.

Even worse, this new law also contains a section titled IMPOSITION OF SANCTIONS WITH RESPECT TO PERSONS ENGAGING IN TRANSACTIONS WITH THE INTELLIGENCE OR DEFENSE SECTORS OF THE GOVERNMENT OF THE RUSSIAN FEDERATION that forbids President Trump, the Pentagon, and all US intelligence agencies, from cooperating in any way with Russian intelligence agencies or military—to include battling Islamic terrorists.

A section of this new law titled SANCTIONS WITH RESPECT TO THE DEVELOPMENT OF PIPELINES IN THE RUSSIAN FEDERATION  further orders President Trump to destroy all energy related activities in Russia with another section titled MODIFICATION OF IMPLEMENTATION OF EXECUTIVE ORDER 13662 stating that President Trump is also to begin the complete destruction of Russia’s railways, mining and metal sectors that employ millions.

Another section of this new law titled IMPOSITION OF SANCTIONS RELATING TO SPECIAL RUSSIAN CRUDE OIL PROJECTS orders President Trump to destroy any company in the world that cooperates with Russia’s state owned energy companies supplying natural gas to the European Union with a section titled SANCTIONS WITH RESPECT TO INVESTMENT IN OR FACILITATION OF PRIVATIZATION OF STATE-OWNED ASSETS BY THE RUSSIAN FEDERATION going even further by ordering President Trump to keep Russia from even being able to privatize its government owned energy assests that in the US is called capitalism. 

In the section of this new law titled IMPOSITION OF SANCTIONS WITH RESPECT TO ACTIVITIES OF THE RUSSIAN FEDERATION UNDERMINING CYBERSECURITY  President Trump is further ordered to being the wholesale destruction of Russia’s entire internet structure in retaliation for Russia’s supposed hacking of the US election and that Foreign Minister Lavrov has stated the US has given absolutely no evidence for and his stating: “I cannot imagine that with the experience of the CIA, National Security Agency, FBI and many other intelligence and special services in the United States, there are no experts who can present to the public the facts the way which would not compromise the sources. If this is the case, then there is no single professional in all these 17 structures. I cannot just believe in it”.

As Syria’s “grip of steel” against ISIS shows that the end is near for these global terrorists another section of this new law titled SANCTIONS WITH RESPECT TO THE TRANSFER OF ARMS AND RELATED MATERIEL TO SYRIA orders President Trump to destroy anyone rearming Syria, too, and whose only beneficiary will be the Islamic terrorists America keeps saying they want to defeat but never do. 

With Russia controlling the only access to the International Space Station (ISS)  the only seemingly favorable section of this new law is titled EXCEPTION RELATING TO ACTIVITIES OF THE NATIONAL AERONAUTICS AND SPACE ADMINISTRATION  but whose words are actually meaningless as President Putin has previously stated all US access to this space station will be denied upon sanctions being enacted, and has further ordered the shutting down of 11 bases controlling the American’s worldwide GPS system.

As Germany has warned the US of retaliation when these sanctions harm their interests, and the EU is, likewise, warning that these “unilateral actions” by the US Congress will most assuredly have “unintended consequences”, the “unholy” alliance of the Obama-Clinton Democratic Party with Republican Party warmongering neocons is listening to no one but themselves and who actually believe that they can dictate the destruction of Russia without any cost to them being paid. 

The only apparent sane people left in the US and EU who know full well that Russia will never allow this new American law to destroy them are the military leaders of NATO who, by the day, are becoming more and more concerned as Russia's summer war games, named Zapad (“West”) 2017, are set to kick off in September when this new US law is set to take effect, and that is already setting off alarm bells all across Europe, particularly due to Chinese and Russian warships massing off the very doorstep of Europe for the first time in history.  

With Foreign Minister Lavrov stating earlier today that the American establish was “still in shock” due to President Trump’s election, and that his “Deep State” enemies “want to make the life of this administration miserable as they speak about impeaching him” he nevertheless believes Trump can survive and war can averted but most certainly not due to the US mainstream “fake news” propaganda media whom Lavrov commented on by bluntly stating “frankly I read the news from the United States less and less”.
